A nonpublic forum is a type of government-owned property that has not traditionally or by designation been intended for public expression and assembly. Access and usage of a nonpublic forum may be restricted based on subject matter or speaker identity, so long as restrictions are reasonable and not intended to suppress a particular viewpoint.
